This is unconscionable. The international community has limited options to put pressure on a state that is massacring its own people short of an individual nation making a decision to intervene militarily. The two security council nations are blocking a resolution advocated by the Arab League. Based on the proposed amendments Russia wanted to add, the subtext here seems to be that neither Russia nor China wants to limit a state’s sovereign power to commit acts of violence on its own people once those people are armed to protect themselves. That is appalling.
